This specimen is a vibrant clump of Cold Desert Phlox, displaying numerous delicate pink flowers with white centers. It grows low to the ground amidst dry, woody debris and sparse soil, characteristic of its natural habitat. While not a traditional bonsai, its compact growth could be hypothetically trained.
